
EASA develops comprehensive regulatory framework for Innovative Air Mobility
The European Union Aviation Safety Agency (EASA) has developed a comprehensive regulatory framework for Innovative Air Mobility, covering the operation of manned vertical take-off and landing (VTOL)-capable aircraft (VCA).
The framework includes specific acceptable means of compliance, as well as guidance material. Together, these elements aim to enable the safe implementation of manned VCA operations, allowing for better acceptance and adoption of these technologies.
The framework addresses key operational aspects, including:
- Air operations: the guidance emphasises pre-flight preparation, availability of landing sites (vertiports, diversion locations), and fuel/energy management;
- Flight Crew Licensing (FCL): adaptations have been made to existing training for innovative aircraft designs, as well as a broader approach to theoretical knowledge by referring to various aircraft technologies;
- Standardised European Rules of the Air (SERA): the term ‘fuel/energy’ has been introduced to recognise the different kinds of energy sources used, including electrical batteries. Adaptations have also been made to ensure safe accommodation of VCA operations in the ATM environment.
