EASA and German military sign new agreement to boost civil-military aviation safety
On 20 March, EASA’s Executive Director Florian Guillermet and Major General Jan Kuebart of Germany’s Military Aviation Authority (LufABw) signed a new agreement in Cologne to strengthen cooperation between civil and military aviation authorities. The aim is to improve safety across the European aviation system through practical, joint, pragmatic efforts.
This agreement builds on EASA and LufABw’s growing cooperation: following a successful audit and review in 2024, LufABw was invited to access the European Central Question Bank (ECQB), which supports pilot training and licensing. Since 2017, LufABw has worked with EASA to license military crew who need civil certifications under EU rules.
A new implementing arrangement has also been signed to expand the 2017 framework agreement. It outlines shared responsibilities, mutual recognition of safety standards, and cooperation from aircraft design to operation. In today’s rapidly changing geopolitical landscape, and recognising the need for closer civil-military cooperation, EASA has pledged to support military projects when responsibilities are clearly shared between organisations.
