EASA and EUROCONTROL publish joint Action Plan on GNSS interference
The European Union Aviation Safety Agency (EASA) and EUROCONTROL have published a joint Action Plan to strengthen the safety and resilience of European aviation operations amid the growing challenge posed by Global Navigation Satellite System (GNSS) interference.
GNSS interference is becoming a regular occurrence, particularly on the edge of conflict zones. The Action Plan focuses on maintaining safety by setting out a series of measures to mitigate the threat through harmonised operational procedures and phraseologies – to strengthen the robustness of GNSS-based operations by clearly defining who needs to act and by when.
The Action Plan will:
- Create a shared and validated European-wide picture of GNSS interference to improve detection, reporting, and overall situational awareness
- Strengthen understanding of interference patterns, operational impacts, and safety risks to support consistent and harmonised responses across aviation stakeholders
- Develop and update operational guidance for pilots and air traffic controllers to maintain safe operations during navigation disruptions
- Enhance coordination and information sharing between Member States, including civil and military actors, to minimise disruption and protect airspace capacity
- Support investigations into interference events by pooling expertise and operational data between organisations
- Work with aircraft manufacturers and the avionics industry to develop more resilient, interference-resistant systems over the longer term
- Align European action with international guidance and respond to Member States’ call for coordinated measures to address rising interference events
